Michigan REALTORS® Call to Action: Support Housing Readiness Legislation
Michigan communities across the state are facing a housing shortage that is putting pressure on affordability and limiting options for residents at every stage of life—from first-time buyers to seniors looking to downsize.
A package of bills in the Michigan House of Representatives—often referred to as the Michigan Housing Readiness legislation—aims to address this shortage by modernizing zoning policies that currently limit the construction of new homes. These reforms are designed to create a more efficient, predictable development process while still respecting local decision-making and community character.
For REALTORS®, this effort goes to the heart of the housing challenge our members see every day: not enough homes to meet demand.
Why This Legislation Matters
Across Michigan, outdated zoning rules often make it difficult or costly to build the types of homes communities need today. The Housing Readiness package focuses on practical reforms that remove unnecessary barriers and expand housing opportunities while maintaining local oversight.
These bills aim to:
- Increase the supply of attainable housing
- Reduce regulatory barriers that drive up construction costs
- Expand housing options for families, seniors, and young professionals
- Create more predictable timelines for development approvals
- Encourage walkable and efficient neighborhood development
Key Housing Reforms Under Consideration
The legislation includes several targeted reforms designed to address specific barriers to building new homes:
Allow Duplexes by Right (HB 5584)
Permits duplex housing in single-family zones within or adjacent to metropolitan areas, increasing housing supply without large-scale developments.
Accessory Dwelling Units (HB 5585)
Allows ADUs—such as backyard cottages or in-law suites—by right on parcels with single-family homes, expanding options for seniors, students, and extended families.
Smarter Parking Requirements (HB 5582)
Caps mandatory parking requirements at one space per dwelling unit, helping reduce development costs and support more walkable communities.
Reasonable Minimum Home Sizes (HB 5581)
Caps minimum dwelling sizes at 500 square feet, making it easier to build smaller starter homes and apartments.
Modernized Zoning and Development Processes
Several bills streamline approval timelines, clarify development study requirements, and modernize protest petition rules to ensure community voices are heard while keeping projects moving forward.
